Start the camera and this reads the picture itself, not what the camera claims. Almost every bad webcam image is a lighting problem.
The preview is mirrored because it feels natural. A snapshot is not, so this is what other people actually see.
A small webcam sensor raises its gain in a dim room, and raised gain means visible noise and flat, washed-out colour. A lamp or a window facing you fixes more than a more expensive camera would. A bright window behind you turns you into a silhouette.
The browser negotiates a stream rather than demanding a maximum, and lighting, USB bandwidth and the camera's own frame rate rules all push it down. A 1080p webcam on a shared USB 2.0 hub routinely settles at 720p. Plugging straight into the machine usually restores it.
Raise the camera to eye level and put your eyes roughly a third of the way down the frame. A stack of books under a laptop does more for how you come across on a call than any hardware upgrade on the market.
Two minutes here saves the first two minutes of a meeting. Check the picture, the resolution and the framing before anyone is watching.
Press Start camera and accept the browser prompt. Your camera's own indicator light should come on, which is a useful check in itself.
If nothing happens, another application is probably holding the camera. Close Zoom, Teams, Discord and OBS and try again.
The panel reports the resolution and frame rate you are actually getting, which is often lower than the camera's advertised maximum.
Frame rate drops in low light because the camera lengthens its exposure to compensate. If the number looks low, add light before you blame the camera.

In order of likelihood: a privacy shutter or sliding cover still closed, another application holding the camera, the camera disabled in system privacy settings, or the wrong device selected in the list.
If the camera's indicator light is on but the picture is black, the shutter is the answer nine times out of ten.
